Debating help please!?
The main argument against such a decision is going to be the ongoing operating costs, so that what you will need to address right off. One of the keys to the argument is going to be how to keep operating costs down, whilst increasing the profit levels for the Government. One of the best ways is alterntive fuels, cheaper to run = more profits. DO some research on Hydrogen, and hybrid electrics operating costs vs traditional diesel. The obvious economic saving aside, you also have the benefits for the government of appearing to be proactive in climate change, by using alternative fuels, and not just increased profit. A further benefit of a government agency controlling this, and having increased profits is that more money would then be put back into maintenance, and upgrades, resulting in a more efficient and comfortable system, as opposed to what you get with a private company, who are all about providing the bare minimum, cheap service, in order to maximise its own profits.
