Should duck hunting be banned rather than destroying productive cropland to conserve ducks?

Wetlands do a lot more than provide habitate for ducks. In Vermont, a farmer can be heavily fined for trying to alter a wetland and be made to pay for restoration. I don't think banning duck hunting is really the issue but whether farmers should be compensated for letting their land turn in to wetlands.
