Is there someone that reads the questions, then blocks the ones that are considered improper?

I'm pretty sure it's done by computer. Key words are automatically checked for appropriateness. An amazing number of objectionable stuff still gets by. Then it's up to the members to p judgment. That's where differences of opinion can be a problem.
